Anycast
One IP announced from many locations; users reach the nearest one.
With anycast the same prefix is announced from many points of presence. Routers send each user to the closest one, so a single address can serve Tokyo, Frankfurt and Virginia at the same time.
Anycast breaks the assumption that an IP lives in one place: registration country can differ from the actual exit, city-level geolocation becomes noisy, and different databases disagree.
CDN and DNS services are usually anycast. That is why a CDN edge is poor as a stable identity for a store.
